Home Information Packs – or HIP’s as they are more commonly known - have received a
disastrous and very unfair reception from the tabloid Press. ‘Heavy handed bureaucracy
which we could all do without!’ ‘Another stealth tax!’ ‘More red tape from the Nanny State!’ and
more negative and misleading non-information about what they are and why they have been
introduced.

The truth is that they were introduced to reduce the number of failed home sales and to cut
down on unnecessary paperwork being duplicated by purchasers' agents. Many potential
purchasers will be saved the expense of a full survey on a house which clearly they would
have not purchased if they had had the opportunity to read the information contained within
the HIP. This is also positive for the vendor whose hopes at present are often raised by the
unrealistic assumptions of the potential buyer.

The reality is …

1.        A HIP can speed up the process of buying a property

2.        It can reduce the need for multiple and identical searches

3.        It will give both the vendor and the purchaser valuable information about the actual
and potential energy efficiency of their homes.

4.        It will reduce the risk of being gazumped. Gazumping is when another buyer makes a
higher offer than the accepted offer and the seller decides to accept it, leaving the first buyer
out of the process often with hundreds of pounds of fees which they are unable to reclaim.

What will the Home Information Packs (HIP's) now contain?

The standard method of buying a domestic property in England and Wales has always
involved the purchaser commissioning a standard set of searches (for most of us these are
done by our solicitors). The bulk of the HIP is the provision of these searches upfront by the
vendor. HIP's must also contain an Energy Performance Certificate (EPC) which gives vital
information about the energy efficiency of the property and how it may be improved.  There
